Not providing bills on time

with great regret i want to register a complaint against Airtel regarding not providing of bill on time.
My airtel connection #9845908360 is a post paid connection which is about 2 yrs old.till date i have only received around 5 bills. but the matter got worst recently. from December 2008 till date i.e i March i did not receive any bills but my service provider is adamant on that they have sent the bills to my e mail id but i have not received any of them.
Sir i ahve complaint it to the customer care but they too have not responded me suitably. every now and then i get call from there agent asking me to pay the bill but my clause is that only after receiving the bill i will pay the due. they also put late payment charges every month without showing me my bills and also disconnects my out going calls
please help me out to resolve this matter as soon as possible sir/madam i am very much upset with this kind of behavior please help me out
