Dear Sir,
I am a regular passenger. I would humbly invite your kind attention to unfair corrupt practices, gundagiri, misbehave (especially with lone and physically weak passengers including women, children and patients, if tickets are demanded after payment of fare) and negligence in discharging official duties by some of your conductors leading to avoidable revenue loss to Haryana roadways/Govt. besides tarnishing the image of Haryana Roadways.
Details of route, Bus regn.no. place, time and witness
One of such shameful incidents took place on 21.09.2009 around 2.40 PM when I along with two other persons boarded Bus Regn.No. HR 68 3360 (Haryana Roadways Chandigarh Depot) from Sonwara to reach Parwanoo (both stations are authorised bus stoppages) on Shimla Chandigarh route. One of the other two passengers was Sh.Keshav r/o Sonwara, Tehsil Kasauli, Distt. Solan (HP) and could be contacted to witness the event on Mob.No. 094184 50395. The bus was bound on its route from Shimla to Chandigarh.
Non issuance of tickets despite taking payment towards fare
After boarding the bus, I paid Rs.15/- (Rupees fifteen only) towards fare from Sonwara to Parwanoo on Shimla Chandigarh NH-22) but I was not issued necessary tickets. Similarly, the other person named Sh Keshav was not issued ticket even after making the payment of Rs.15/- towards fare from Sonwara to Parwanoo. One can imagine the corruption level because of poor check on such unbridled corrupt staff where as much as Rs.30/- have been stolen from the chest of government within a short period of half an hour.
Other Misconduct
My mere request for issuance of tickets provoked the abovesaid conductor of bus No. HR 68 3360 (on 21.09.09 at around 2.40 PM) He not only shouted following sentences “Bina puchhe kaise char gaya”, “chal-chal utter ja” and “hamey route permit mila hai” and so on…, but also insulted and threatened. Ultimately, I was left with no alternative but to tell him that for his misconduct and negligence I would definitely report the matter not only to his employer and govt but also take the matter to the Consumers’ Rights Protection Forum at Solan.
Arbitrary long stoppages, at will of the staff
It is pertinent to mention that before I boarded the said bus it was intentionally stopped there on an unauthorised Dhaba for the last half an hour on 21.09.2009 because special free food along with plenty of special gifts are bestowed on Drivers and Conductors on such Dhabas in lieu of stopping bus there. Had it not been so, the Driver could have stopped bus for lunch at Solan Bus Stand where fresh, hygienic food on reasonable rates is available to passengers.
No Name Plate and Uniform
The conductor of bus with Regn. no. HR 68 3360 was without uniform and nameplate on 21.09.2009.
Physical Assault
Two other drunkards were accompanying the above said conductor, one of them tried to throw me out of the bus forcibly on behalf of the said conductor, but intervention of other passengers ended their evil designs.
Not going to the extent of claiming damages for ‘deficiency in service’ i.e. non issuance of tickets despite making payment, causing mental and physical agony, lowering social reputation, I must request your honour to take stern action against the guilty corrupt official by initiating disciplinary action for misconduct under CCS rules and impart exemplary punishment so that Public Transport does not become the Personal Transport of Conductors and innocent public is not insulted and humiliated at the hands of greedy ones.
If need be, I am ready to get my Statement as also that of witness recorded either by way of an Affidavits, or by email or by post or over telephone as may be convenient to the Inquiry Officer.
I shall be highly obliged to receive a line from your good office regarding action taken against the guilty official.
