Credit Card Closure letter

I have never seen a bank which is giving such trouble to the customer in spite of clearing all the dues against my Credit card.or atleast issue a Clearance letter or any settlement letter against the amount which i paid for my credit card.
I have applied for car loan in almost in Four banks and all the banks have rejected my request saying that u have some credits with HSBC so kindly don’t make my life miserable.
Please help to whom to contact to get a letter against my credit care also to remove it from CIBIL or suggest me a legal way in which i can approach for the same.
