complaint against passport office for not issuing passport

Dear Sir,
I had applied for a passport vide file No W-979877-09 on 13/01/2009. I have not received my passport yet nor any intimation as to why my passport has not been issued.
My name is Varun Kumar Arora and i’m really frustrated with the passport office in Chd. I had applied for my passport back in December 31st, 2007. So far, i haven’t recieved or heard anything from passport office.
I have been constantly contacting the office through phone, but it seems like following numbers that are listed on the website are not working.

First of all, these numbers are always busy. Finally when the phone rings then nobody answers the calls. Furthermore, everytime i try to check my passport status online this is the message that apperas on the screen (File Reference Number (CHD-A083037-07) is either wrong or Information NOT available).I’m so frustrated with management that Its hard for me to express my anger through words.
Can you please guideme in obtaining any sort of information regarding my passport. Your help would be really appreciated.

Did your passport go to Regional passport Office Chandigarh? They are the worst in working and public dealing. Some peoples passports have not been sent even after over a year. And that too with all processes duly completed. However if you are a criminal i India you can easily get multiple passports!!!
I have submitted my passport Aplication at the counter of MOGA with all the documents and fee in the month FEBRUARY. Police verification submited and PVC no. is 2892. but still there is no information or status on the internet . please check the reason for that.
